Overview In 1997, Portage Metropolitan Housing Authority was selected to participate in the Moving to Work Demonstration Program. The demonstration program offered PMHA and other well-managed housing authorities an unprecedented opportunity to design and implement housing and self-sufficiency programs to meet local needs, through de-regulation of many HUD requirements related to rent-setting and funding.
PMHA Approach The Moving to Work Demonstration was approved and implementation began May 1, 1999. The local features included removing disincentives to employment for assisted families, providing supportive services and job opportunities, using access to more desirable housing to encourage and support economic progress and to better utilize PMHA and other local housing resources. The HUD website includes a general description of the PMHA MTW program and links to the actual agreement documents between HUD and the housing authority.
PMHA's Moving to Work agreement with HUD extends to March 15, 2009.
