What is Moving To Work?

MTWMoving To Work (MTW) is a demonstration program for public housing authorities that provides the opportunity to design and test innovative, locally-designed strategies that use HUD dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families. PMHA has participated in the Moving to Work Demonstration since its inception in 1999, and as a result of its participation, PMHA has served more 5% more families than it would have without Moving to Work.  

Section 8 MTW Voucher Program

  • Increases affordable housing choices for very low-income households by allowing families to choose privately-owned rental housing
  • PMHA generally pays the landlord the difference between 30% of the household income and the agencies payment standard
· The rent must be reasonable 

MTW Project- Based Voucher Program (PBV)

  • PMHA works with entities (for profit and non-profit) committed to providing housing assistance and supportive services to their residents/clients
· PMHA contracts with entities to provide a site-based subsidy for units approved for inclusion in the MTW PBV program
